YAMAGATA, JAPAN — On Tuesday, November 3, 2025, Laus D.C. Rumayom, Chairman of APS and CEO & Founder of Analisis Papua Strategis (APS) as well as APS Center for Development and Global Studies (CDGS), was officially received by Mr. Awano Nobuhiro, Director of the Yamagata Papua Friendship Association (YPFA), at the association’s headquarters in Yamagata, Japan.

During the visit, Rumayom was accompanied by Dr. Richard Patty, Director of APS CDGS; Stephanus Sremere, Secretary of APS CDGS; and Sonni Lokobal, Chairman of APS Papua Highlands. The meeting, conducted in a spirit of camaraderie, focused on exploring strategic collaboration opportunities between APS and YPFA to strengthen the Yamagata–Papua partnership, which has flourished for more than three decades.
Mr. Awano Nobuhiro warmly welcomed Rumayom and the APS delegation, expressing his appreciation for APS’s role as a professional global institution actively engaged in fostering cooperation to support development programs in education, culture, agriculture, and healthcare in Papua. He expressed optimism that APS’s presence in Japan would further solidify and expand the longstanding Yamagata–Papua relationship.
In his remarks, Chairman Laus D.C. Rumayom highlighted YPFA’s significant contributions to Papua’s development across multiple sectors. He cited landmark initiatives, including the establishment of the World War II memorial monument in Parai Biak during the 1990s as a historical tourism site, the construction of the Yamagata Monument in Sarmi, and various programs for Japanese language training, cultural exchange, and vocational high school internships in Japan.
Rumayom further emphasized the importance of preparing Papua’s younger generation for study and technological exchange in Japan, fostering the development of appropriate, sustainable technologies leveraging Papua’s abundant natural resources.
The meeting concluded with APS CDGS and YPFA committing to a strategic partnership in education, healthcare, agriculture, culture, and technology, aligned with APS’s vision: “Accelerating Development Towards a Golden Papua 2040 and a Golden Indonesia 2045.”
The visit was also attended by Professor Abe Kazumi, Ph.D., from the Department of International Politics and Economics at Nishogakusha University, Tokyo, and Jin Fujimoto from the Sasakawa Peace Foundation, Japan, both of whom extended support for strengthening academic networks and strategic partnerships between Japan and Papua.
